Sharan 2011 TDi does not start. Burns fuse to the heating coil

My VW sharan TDi 2011 will not start. It burns the fuse to the heating coil. As ignition runs through the
process of heating the coil, it starts blinking rather than turning off. Turing the key only results in the sign
“depress the clutch” lighting up. The car can not be pull started either. Is it common for the heating coil to be
damaged?
